The 81's are a cold natured beast and can be hard to start when everything is working perfectly. You still have the CV carbs installed and these have a bad reputation of not working well with modifications. The exhaust is not stock and the stock airbox has been eliminated. I know this doesn't answer...

Did you try adjusting the idle screw. My 81 has a screw with a large knob on it sticking out at the bottom between the second and third carbs, this is the idle adjustment.

About the roller for the chain. If you are talking about the tab sticking up from the swingarm that is the mounting point for the chain guard. My choke doesn't stay on it's own, I have to hold it for a bit while the engine warms. That can take a few minutes on my 81, a real cold natured beast it is.

Wow! An art deco Honda. Kind of cool actually. I think I would do a valve check/adjustment, maybe a compression test, timing check, things like that before I tried to bring it to life. Be a shame if a small issue was overlooked and caused a big issue when you tried to start the bike.

I second the "no go" on the pods, especially if you have the CV carbs. It can be very hard to get these bikes to run correctly with pods.

I don't think that gap is an issue. Does the rear turn freely with no noise? You did lube the splines with a GOOD quality moly grease didn't you? If not then you really need to do that. 130/90 16 on the rear, but my bike is the Custom version with a 16 inch rear wheel. The front tire is the 100/90 19.

These fuses have been known to develop hairline breaks that can drive us nuts. Just something to check.
