As it fires with the starting fluid, you verified that it is a carb issue. At the CV carbs you do not move the slider directly with the throttle cable so something else but the idle jet channels might be clogged or missing a plug or the needle might be hang out and just remain in its seat or ... wha...

This engine obviously has a severe issue with the center valve cover seal. The rubber looks quite squeezed and a part has even been cut off or someone tried something with lots of black sealant. I see that you have the 79 carbs with the air cutoffs. Problems with them may match your issues so have a close look for cracks. Welcome here! :D I do not think that the air intake boot itself should leak fuel as it basically should be air tight. If it leaks fuel there this would also mean you would have an air leak. Some ideas what to check: Occasional or strange behaving fuel leaks are known from the "vaccum tee's"...

Almost every part can be found. And everything is that shiny.
I can imagine that this was really a lot of work. I used to restrict intensive cleaning to the really important surfaces.
