My 79 has mechanical carbs. Start looking in that direction. The problem is most likely your filter. It's too open, and not allowing enough suction for the diagrams to work. My guess. That is the filter and it's garbage. There should be two screens in there. One at the top for when the petcock is in the On position and the lower screen is for the reserve tank. check fork diameter and width between the forks, those will be your two factors to watch. Are you replacing the whole front end or just the forks?

I've used that exact kit earlier this year, it doesn't come with the oil pump rings, you'll need to get those. It did come with everything else for the engine though. The fit isn't as great as I hoped on the valve covers. Rubber was smaller and not as flexible but it did worked with a little stretch...

It's a month late, here's how I do it. Loosen the all the clamp bolts, often it's better to just remove the clamps. Move the airbox back out of the way.
