I assume you have checked you have a spark on number 2?

then check for vacuum leak on number 2 carb to start with if not a split carb to head rubber, do a compression test on #2

what makes you think they are dragging?

It is on a direct mechanical linkage so unless the throttle won't snap shut it should not be a problem.

Silly question but I assume the heavy closing spring is still on the bike

Easiest way to test is the switch the wires between the coil (primary coils) that will see if the fault is the coil or the 12 volt circuit. If 1 and 2 still have spark then it's not the coil (it will be the trigger/control circuit), if 3/4 now work and 1/2 don't work it will be the coil

here's what I did for mine (1981) to fit 1" bars, you have to bore out the Front brake and clutch lever clamps but that is also easy

wont using a relay introduce a change in ignition timing as there will be a millisecond delay in closing the contacts.......or is this a test for checking the standard wiring to the coils only?

Since I fitted a MAC 4:1 system instead of my open cherry bomb, the bike starts, revs and idles better than it has ever done, so I would say yes, back pressure on the CB650 is important.

why this is I cannot tell you :-)

yes I have heli-coils in over half of my cylinder head long bolts, done properly they are fine. at least half of the treaded holes are blind so when I did mine I drilled out through the bottom so I have more meat to helical into. I would not recommend trying to go to the next size up. check the heli...
