Does this mean you don't have the H4 55/60W bulbs in US as standard but the 40/45W Bilux?
I think all European models should have H4 reflectors with bulbs.

First you should check your airbox for oil, maybe it is not burned but deposited there. Piston wear would mean white smoke in your mirrors at high revs. If it does not depend much on revs, it could be valve stem seals. Will it go away with time or should I open them up? There is no reasonable way to open the instruments without damaging them. Usually just riding should solve your problem. If you want to accelerate the process, you can remove the instrument lamps and do a trip at dry weather or use a haidryer. Ano...

When I had my CB the first years it was my only motorcycle and I also ran it in winter.

Interesting engine protection. Looks a bit like for a dirtbike. There were times when it would have been good to have it.
