I bench synced the first few bikes I rebuilt and they seemed to run fine. With your VB carbs, the sync only effects the idle. Once you get on the throttle, the sync no longer matters. The way it works is the valve is normally closed (a more accurate name for this would be a "vacuum allow flow" rather than "vacuum shutoff"). When you crank the bike, the vacuum pressure created by the compression of the engine opens the valve--allowing fuel to flow to the carb....
