Yeah... The struggle is real. Your best bet is searching the internet and ebay. I believe the throttle and choke shaft seals are felt. More dust seals than air seals. You could always cut some new ones out of felt. You may be able to pick up a set of carbs on ebay to get some of the parts. For the p...

The tail light will be fine, but the LED lamps in the turn signals will not work unless you install resistors. The flasher needs to see a specific load and the LED's do not place enough of a load on the stock flasher relay. I'm sure with a few searches, you can get the specific info you need for you...

Partially clogged idle circuit (pilot/low speed) jets could cause this as well. I have the mechanical carbs and you have the CV, so YMMV, but the stock jetting is pretty lean to start with. Of the several bikes that I have owned, this CB650 seems to take the longest to get warm.

The reason for the potting compound is to insulate the electronics from vibration and moisture. If there is some left coating the electronics, then the compound is probably still doing it's job. Electronics potting compound is what you want. Find one that dissipates heat. All the compound is gone from mine too but they still work fine. I figure if it 'aint broke, don't fix it.

If you have the non-adjustable plastic floats, all the float valve lengths must be identical. If one is longer or shorter than the rest (assuming the rest are correct) the level in that carb will be high if the float valve is shorter or low if the float valve is longer. Ok. Well, I got through it, but it wasn't pretty. The -010 size that I ordered for the fuel rails (joint tubes) fit just fine, but the -010 size in my harbor freight viton kit were a little tighter, so I used those.
