I agree with Volker, before digging into the bike check the air filter, the fuel filter if there is one, and take a look at the spark plugs, they will say a lot about what is happening. I have not seen an equivalent price for any cb650 here in the USA. $1500 may be the highest paid here. However, these bikes are rarely in mint (body or mechanical) condition in North America.

I think, could be wrong, that is to allow drainage of any excess fluid (water vapor? gas?) that may build up in the airbox. My airbox did have some crud in when I bought it.
