Have you tried turning it?
I do not have an 82 but my other bikes set by turning the knob in a Counterclockwise Direction.

Follow AS Folsoml mentioned. You can check fuel bowl level with clear tube on the bowl drain. attach the tube and hold it up against the side of the bowl and watch the level when you turn the fuel off and again when on. The Carbs Have Small AIR and FUEL passageways that can not be seen and Must be Manually cleaned or SONIC cleaned. They are Very Resistant to Cleaning. Welcome. that is a good looking Bike. I just bought a running bike, but leaking everywhere for 400 and have another that I have $5000 in and still going. Both are same year and Color as Yours. they are nice bikes but if you have a shop do all the work it will cost Plenty. More Than the bike is worth...
