The running, or lack of, is normal after sitting. Sounds like the carbs need a good cleaning &I check the tank &the petcock too. The fork seal s aren't bad. Just get a manual &the follow the steps. Good luck with it.

Welcome here!
Try to bypass the vacuum shutoff. Maybe the vacuum hose or the diaphragm has a slight crack. Would perfectly fit your problems. However starting would be very tough, too.
Do all four header pipes get warm at all?

If the starter solenoid still clicks but does not close the contact, one may open and clean it. To get an idea how to proceed, you may have a look at the universal starter solenoid thread.
But first check the connections of all thick cables of battery, starter and solenoid including battery cable to frame.
Do control lights stay on when you push the starter?
If it does not even click, do you have a working neutral light. If not, try pulling the clutch. Starter spins only in neutral or with the clutch pulled.
For the throttle, check out if it is really the cable itself or the plastic mount in the throttle grip.

I am getting some new pods too the old ones are alittle broke down thin and tore in places. what shut off do you speek of the petcock is not a vacuum one.
Re: another cb650c owner new to the forum
The vacuum shutoff is separate and might be already removed.
Have a look if you still have this part here (the part on the right on top of carbs 3+4)
