How do I cleanly take it apart to replace clear plastic?

You have a DOHC 650, not a bike that is really discussed here much. There should be a few screws in the back of the assembly; the face comes off but unless you plan on making your own lens you are going to need to buy a used gauge head because most of the parts for this are discontinued.

I'm new here, but I am doing the same thing with a 1984 Nighthawk with cracked glass. You will need to remove the headlight light bucket to get to the cluster, then remove the cluster. There are 2 screws in the back and another two (or 3) on the bottom and the speedo cable, so if you are meeting resistance look for another screw. There are several more screws to get the instruments out but when all the screws and the instruments are out, the front of the case should come right off. The instrument face is glass BTW with a rubber seal around it. I'm making a replacement out of Lexan to replace it. It took me a couple of hours with a small screw driver worrying the inside piece to break loose the glue (without breaking the plastic lip). Real PIA and now I am trimming the Lexan to fit where the glass went. This is not a quick or easy job.
If I knew then what I know now, I would just buy a used cluster with a good face and replace the entire front of the cluster. I think I saw one on eBay for about $36. I have a good 8 hours in this one and not close to being finished.
