What year of bike do you have? There are a couple of different carbs you could have.

Go through your carbs following along with this manual. Your carbs are different in a few ways, but they are similar enough for this manual to help. If you are to the point where you just want to send them to someone to have them do it, check the last page of the manual for the email address for Sean Grier. I do not know if he does CB650 carbs, but it could not hurt to ask him.

Cleaning your carbs is rarely(never?) a bad idea but you might be able to just take off the bowls, remove the floats, replace float valve springy/rubber things, blast carb cleaner in any holes you can find, blast wd40 in after to remove carb cleaner and fix your leaking problem.

If it's just leaking out the bottom hole it's likely your float or the little rubber valve. If the float floats then the valve is leaking somehow.

If you go through the trouble of wrestling your carbs off then on you should really tear the whole thing down and clean every little crevice with every method you know. Pull all the jets, figure out how, replace any rubber you can afford to, lubricate things, this is what defines how well your bike will work.
