Bike keeps bogging down at 6,000 RPM

So I just bought a 1981 CB 650C as a fixer upper got it running and road worthy, but I have found that It bogs down around 6,000 RPMs and was wondering what could be causing the problem I first thought carburetors so i gave them a thorough cleaning and it still had the same issue does any body have any ideas of what could be wrong?

Guess the first try in this case is without the air filter cover.
But just remove the cover, not the filter. Washers may be required to fix the filter again.
