I just got done putting them all back together after a thorough cleaning, and was going to put them back on my bike today, but I noticed both the throttle valves and the lifters were sticking a little bit. I feel like I've missed a spring or something that would help them get back to working order. Any advice? I'd really hate to pull them apart again

Well, the throttle spring of the CB650 is known as quite tough.
There is also a "weaker" position of the throttle spring that some use to preserve their tender wrists.
The spring may be too weak in this position to close the throttle reliably.
However if something should be sticky with the spring installed in its proper position, something seem mechanically really bad.
So find out about the spring position first.
