its a reservoir to catch/drain anything that might accumulate in the airbox. Drain it. Many nasty things in there.

Also clean it up under there. I see the swing arm grease zirk that hasnt been touched.

I'm not sure exactly what part you are asking about. Take a look at this diagram and see if it helps:

If you are referring to #14 on that diagram, it is the drain hose for the storage tank (#17). There is a vent hose (or should be) on the valve cover that connects to the air cleaner box. Any oil that may blow out of that vent goes into the air cleaner, where it may be sucked through the carbs and then (harmlessly to the engine) burnt and blown out of the exhaust. If an amount goes into the air cleaner that is more than can be sucked up and burnt, it drains into that storage tank.
Note: This is my understanding of what is taking place. If anyone else actually KNOWS the process, feel free to correct me.

Thank you guys, I pulled it and a bunch of stuff drained so that's good! This is my first motorcycle ever and in learning little by little.. the person I bought the bike from was the type of person to not take care of his stuff and I could tell he beat the bike (but it was a good deal) I plan to wait until winter rolls around then I'm going to try to stop the oil leak and clean up the outside of the bike
