My son bought a 1980 CB650c, has been sitting a few years. Buddy of his had it running but carbs were running gas out of the drains.
Replaced needles and reassembled. Floats and needle valves seemed to move freely but gas still runs out.
Ideas?

First find out whether the drains themselves are leaky or if they leak due to overflow (leaky needle valves/floater issue).
BTW, the floater cam surfaces need to be really smooth. Sometimes they even "run in". In case of a floater (cam) issue you often can stop the leakage by carefully hitting the carb bowl with a piece of wood.
It is basically possible to mount the PD carbs floats upside down.
if you want to test your floater valves for tightness, remove the floater bowls and turn the carb rack upside down. Then blow into the fuel supply line.
