CB650 Custom 1980 broken choke Lever

Hi everyone, I'm new to the motorcycle world in this is my first bike and it's a bit of a project. I had replaced some seals in the carbs and got the bike running but it smells like pure gas. Also around the block the engine idles fine but after a quick spin it shoots from 1000 to 3000. Applying the choke does nothing mainly because it's broken and I do it manually. So after tinkering with the carbs three times I realized that the valves to move on their own. It looks like the plastic choke lever broke off and there is not enough gap to create more tension on the sprin to retract them, I've tried winding the spring another pass but no go. Any help to what I can do? Carbs are keihin pd50B

It might be your butterflys jamming. You can loosen and re-tighten the screws while the butterflys are closed and they should line up better. If you can find a choke lever off a 77-78 cb750 you can make it work. Otherwise superglue might work if you have all the parts.

Thanks for the help but it turns out carbs 3 & 4
were the wrong jets. The old ones were 90 and the new ones were bigger. I must have been half asleep when i put those in.
